Last week on Arrow, Oliver (Stephen Amell) thought his dreams came true when Laurel (Katie Cassidy) came walking into the lair. We all knew what Felicity (Emily Bett Rickards) soon suspected, that she was Black Siren from Earth-2. Working with Prometheus, she pretended she was being forced (although it seemed like it was partly not pretending). Oliver was bent on trying to save her, but a showdown between the team and the villains proved to everyone (still not Oliver), that there was no redemption for this Laurel).

Arrow 5.11 “Second Chances” review: Three years ago, a pair of Central City cops are being tortured when Star Labs particle accelerator blew, and that accidentally created a second Black Canary. Back to the present, Oliver and the gang are searching for a new Black Canary, but no one can meet Oliver’s impossible standards. Considering Laurel trained to be a superhero by attending nightly self defense classes at a gym, I’m pretty sure Ollie should re-evaluate some of the candidates… especially the astronaut ninja. Curtis (Echo Kellum) thinks he has the perfect person, a mysterious woman who spends her nights beating up thugs and exhibits Earth 2-Laurel powers.

Oliver and Adrian (Josh Segarra) continue their efforts to free Diggle (David Ramsey), but there’s little good news. Felicity is back to her old ways, hacking the NSA to find dirt on the General framing Diggle. We flashback to Oliver waking up after being saved by Talia al Ghul (Lexa Doig). We find out that it’s from her that he gains the bow and arrow skills, as well as his first costume.

Oliver, Curtis, and Rene (Rick Gonzalez) go after the mysterious new Canary, but she is less than open to the invitation and threatens the group before disappearing. We discover that “she” is former CCPD officer Tina Boland (Juliana Harkavy), the cop we watched being tortured at the beginning. Arrow and Wild Dog find her apartment right in time to watch her use her sonic scream to kill one of her torturers, revenge for her fallen partner. Those criminals are serious “psycho drug dealers”, trying to spread a new drug, “slide,” that gets kids hooked faster.

They track Boland and find her encountering the head of the drug organization, Sean Sonos, who it turns out is also a metahuman. After he uses his powers to get away, Boland reluctantly is brought into Oliver’s team for one mission. Oliver pulls the old “take my mask off to convince you I’m for real” trick. It is hilarious how Oliver in one move destroys a helicopter surely killing everyone on board, and then tries to convince Boland to “not be a killer”. Meanwhile Felicity meets a young “hack-tavist” inspired by her, and she’s now inspired to return to her roots. What she uncovers frees Diggle.

Mayor Queen is interrupted in his office by Tina Boland and it seems we may have a new Black Canary after all.

This episode was really good. I normally don’t like the flashbacks, but now that they are getting closer to the pilot episode timeline, my interest has piqued. Introducing Talia al Ghul into the mix, was a great idea, and I hope that we will see present day Talia as well. I love that he learned his “Arrow” ways from her. Boland seems like she will be a good addition to the team, and as a possible Oliver love interest.

Arrow airs Wednesday nights at 8:00pm ET on The CW.

Felicity (Emily Bett Rickards) attempts to hack the NSA to help free Diggle (David Ramsey) but when her online efforts are flagged, she faces off against an unknown adversary. Meanwhile, Curtis (Echo Kellum) tells the team about a female vigilante, Tina Boland (guest star Juliana Harkavay), he uncovered online who has been wreaking havoc all over the country.
